National Implementation Framework
Execution Within a Nationally Governed Framework
Implementation Partners support national WebAccountPlus rollouts by executing onboarding, localization and delivery activities — fully aligned with centrally defined governance, architecture and standards.
01
National Execution
Implementation Partners operate exclusively at national level, supporting structured rollouts and on-the-ground execution within a centrally governed program.
02
Central Governance
Program ownership, architecture, data governance and accountability remain exclusively with WebAccountPlus, ensuring consistency, trust and comparability.
03
Scalable Delivery - Local execution. Central control. National impact.
This model enables rapid mass onboarding, project-based implementations and institutional enablement — without fragmentation or loss of control.
Understanding the Role of Implementation Partners
What They Are
Implementation Partners act as national execution partners. They support onboarding, localization and delivery activities within a centrally governed national WebAccountPlus rollout.
What They Are Not
Implementation Partners are not platform owners, decision-makers or governance authorities. They do not hold program ownership, data responsibility or institutional accountability.
Role Clarity
Their role is to execute defined tasks within a national framework — without defining architecture, governance or institutional logic.
Shared Goals
All participants work toward the same objective: scalable national delivery under a single, trusted and accountable framework.
A National Digital Backbone
WebAccountPlus provides a unified digital backbone that supports national-scale onboarding, data consistency and institutional oversight — across all participants and regions.
Accountability & Governance
A single accountable entity ensures architectural consistency, data governance and operational control. This prevents fragmentation and enables transparent oversight.
Scalable National Impact
This implementation model enables mass onboarding, project-based delivery and institutional enablement — while preserving governance, trust and long-term sustainability.
National Scope & Governance
WebAccountPlus operates a nationally governed implementation model with a single, centralized governance framework.
Program ownership, architectural authority, data governance and accountability remain exclusively with WebAccountPlus, ensuring consistency and trust across all regions.
Execution by Implementation Partners
Implementation Partners execute defined onboarding, localization and delivery activities at national level.
They operate strictly within the governance, architecture and standards defined by WebAccountPlus.
Our Implementation Waves
National rollouts are executed through clearly defined implementation waves.
Each wave addresses a specific scope and target group while remaining fully governed under a single national framework.
Wave One: Mass Onboarding for MSMEs
Wave One focuses on large-scale, standardized onboarding of Micro, Small and Medium Enterprises (MSMEs).
Implementation Partners support mass onboarding, training and enablement using predefined national blueprints.
Wave Two: Project-Based Implementations
Wave Two covers project-based implementations for larger organizations with more complex requirements.
This includes system integrations, hybrid or on-premises scenarios — executed under WebAccountPlus project leadership.
Streamlining Support for MSMEs
National Rollout of Wave 1 for MSMEs
Wave One establishes a nationally standardized onboarding model for MSMEs.
Implementation Partners execute onboarding, training and support activities, ensuring consistent adoption under centrally defined standards and governance.
Wave 2 — Project-Based Implementations (SMEs 51+ Employees)
Wave 2 covers project-based implementations for organizations with more complex operational and IT requirements.
These implementations are delivered under WebAccountPlus project leadership and remain fully aligned with centrally defined architecture, governance and standards.
Role of Implementation Partners
Implementation Partners support Wave 2 as execution partners.
They deliver project-based implementations, integrations and local execution services under the direction and governance of WebAccountPlus.
Key Responsibilities
Implementation Partners execute defined project tasks, including system integrations, local coordination and technical implementation.
Project ownership, architectural decisions and accountability remain exclusively with WebAccountPlus.
Wave 3 — Institutional & Advisory Enablement
Wave 3 covers institutional and advisory enablement led and governed by WebAccountPlus.
This includes institutional use cases, cockpit designs and governance frameworks tailored to banks, insurers, central banks and public institutions.
Institutional Use Cases
WebAccountPlus defines and governs institutional use cases, including advisory cockpits, oversight dashboards and decision-support frameworks for institutional stakeholders.
Implementation Partners' Role
Implementation Partners support Wave 3 in a strictly non-owning role. Their contribution is limited to local research, contextual input, data mapping, training support and operational assistance — without defining institutional logic, governance or methodologies.
Empowering Teams with Training
Implementation Partners deliver structured, hands-on training as part of national WebAccountPlus rollouts.
Training focuses on enabling consistent execution, ensuring that all participants understand their roles, responsibilities and operational boundaries within the centrally governed framework.
All training content, methodologies and quality standards are defined centrally by WebAccountPlus.
Implementation Partners execute training locally to support onboarding, system usage and operational readiness — without defining governance, architecture or institutional logic.
This approach ensures:
consistent application of national standards
alignment with centrally defined governance and controls
reliable execution across regions and organizations
Training is an execution and enablement activity — not a transfer of ownership or authority.
Non-Delegable Responsibilities (WebAccountPlus Only)
Platform Ownership
The WebAccountPlus platform, roadmap and core services are owned and controlled exclusively by WebAccountPlus. Partners do not define or modify the platform core.
Architecture & Standards
Architecture decisions, API standards, security policies and technical governance are defined centrally. Partners execute within approved specifications only.
Data Governance & Security
Data models, access control, compliance and auditability remain under WebAccountPlus governance. Partners do not own data or define data governance.
Program Accountability
National program ownership, institutional accountability and stakeholder responsibility remain exclusively with WebAccountPlus. Partners provide execution capacity only.
